In order to translate nuclear disaster prevention documents written in Japanese into English, the Basic Act on Disaster Management, the Act on Special Measures Concerning Nuclear Emergency Preparedness, and the Convention on Nuclear Safety were surveyed for corresponding terms in Japanese and English. The survey results were integrated and unified English translations were selected. As a result, a Japanese-English correspondence table of technical terms in the field of nuclear disaster prevention was prepared and proposed.

For near surface disposal of radioactive wastes generated from research, industrial and medical facilities, Japan Atomic Energy Agency has discussed methods for corresponding to the technical standards on confirmation related to waste disposal, etc. From FY2022, we have established Waste Standards Committee and interim Waste Acceptance Criteria, Waste Package Confirmation Procedure, etc. have been considered. In FY2022, Waste Package Confirmation Procedures of solidified liquid waste and cement filled waste and related standards were discussed. In addition, issues of preparation of Waste Package Confirmation Procedure and rational treatment method for decommissioning wastes were considered. This annual report summarizes the results of discussion in FY2022.

The Horonobe Underground Research Laboratory (URL) Project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant technologies for geological disposal of high-level radioactive waste through investigating the deep geological environment within the host sedimentary rocks at Horonobe Town in Hokkaido, north Japan. In the fiscal year 2022, we continued R&D on "Study on near-field system performance in geological environment", "Demonstration of repository design options", and "Understanding of buffering behaviour of sedimentary rock to natural perturbations". These are identified as key R&D on challenges to be tackled in the Horonobe underground research plan for the fiscal year 2020 onwards. Specifically, "full-scale engineered barrier system (EBS) performance experiment" and "solute transport experiment with model testing" were carried out as part of "Study on near- field system performance in geological environment". "Demonstration of engineering feasibility of repository technology" and "evaluation of EBS behaviour over 100C" were addressed for "Demonstration of repository design options". A study on "Understanding of buffering behaviour of sedimentary rock to natural perturbations" was also implemented in two areas, "evaluation of intrinsic buffering against endogenic and exogenic processes" and "development of techniques for evaluating excavation damaged zone (EDZ) self-sealing behaviour after backfilling". The Horonobe International Project (HIP) was initiated in February 2023 to promote research and development in collaboration with national and international organizations.

At the request of the EC/Joint Research Center, the author attended on an EU-sponsored side event "Providing the best nuclear data for tomorrow's nuclear solutions: challenges and opportunities" held simultaneously at the IAEA 67th General Conference as a panelist. Presented were the prospects for nuclear data activities in Japan and discussed the sustainability and revitalization of nuclear data activities. In addition, based on the roundtable discussion at this side event, the Nuclear Data Section held a meeting consisting mainly of panelists to consider future responses. In this article, I would like to report on the side event and subsequent follow-up meetings and discuss the background of these meetings.

Times Cited Count:1 Percentile:72.91(Nuclear Science & Technology)This study aims to clarify the effect of fuel particle radius on the criticality transient behavior and the total number of fissions in water-moderated solid fuel dispersion systems. Neutronics/thermal hydraulics-coupled kinetics analysis was performed in a hypothetical fuel debris system, where small fuel particles aggregate in water and become supercritical. Results showed that the number of fissions is 10 times larger when the fuel particle radius is reduced by one order of magnitude under conditions where heat transfer, i.e. from fuel to water, is emphasized. Moreover, there is a possibility that lower reactivity could give a larger number of fissions when the fuel particle size is very small. In addition, the number of fissions may be overestimated or underestimated to an unexpected extent unless appropriate fuel particle size is set on the analysis.

In the "Study on near-field system performance in geological environment", we conduct the coupled analysis on the full-scale engineered barrier system performance experiment and test the coupled simulation code through comparison with different simulation codes in the international DECOVALEX-2023 collaboration project. Borehole investigations are also carried out for solute transport experiments in the Koetoi Formation. As for "Demonstration of repository design concept", we carry out in situ experiments and data analysis on concrete deterioration under the subsurface conditions. Geophysical surveys are also carried out around an experimental tunnel to be newly excavated at the 350m gallery and characterise the initial conditions of the excavation damaged zone. For the "Understanding of buffering behaviour of sedimentary rocks to natural perturbations", we analyse the results of the hydraulic disturbance tests conducted in previous years and understand the relationship between rock stress / stress state and fault / fracture hydraulic connectivity. Concerning the construction and maintenance of the subsurface facilities, the 350 m gallery is extended and shafts are sank to a depth of 500 m.

Radioactive wastes generated from nuclear research facilities in Japan Atomic Energy Agency are planning to be buried in the near surface disposal field as trench and pit. Therefore, it is required to establish the method to evaluate the radioactivity concentrations of radioactive wastes until the beginning of disposal. In order to contribute to the study of radioactivity concentration evaluation methods for radioactive wastes generated from nuclear research facilities, we collected and analyzed concrete samples generated from JRR-3, JRR-4 and JAERI Reprocessing Test Facility. In this report, we summarized the radioactivity concentrations of 23 radionuclides (H, C, Cl, Ca, Co, Ni, Sr, Nb, Ag, Cs, Ba, Eu, Eu, Ho, U, U, U, Pu, Pu, Pu, Am, Am, Cm) which were obtained from radiochemical analysis of the samples in fiscal years 2021-2022.

Tokai Reprocessing Plant (TRP) had reprocessed 1,140 tons of spent fuel discharged from commercial reactors (BWR, PWR) and Advanced Thermal Reactor "Fugen" from 1977 to 2007. TRP had entered decommissioning stage in 2018. In order to reduce the risk of High Active Liquid Waste (HALW) held at the facility, the vitrification of HALW is given top priority. HALW generated from reprocessing of spent fuel contains not only fission products (FPs) but also trace amounts of uranium (U) and plutonium (Pu) within the liquid and insoluble residues (sludge). Under normal conditions, concentrations of U and Pu in HALW are very low so that it can not reach criticality. Since FPs with high neutron absorption effect coexists in HALW, even if the cooling function is lost due to serious accident and HALW evaporates to dryness, it is considered that criticality would not been reached. In order to confirm this estimation quantitatively, criticality safety evaluations were carried out for the increase of U and Pu concentrations by evaporation of HALW to the point of dryness. In this evaluation, infinite multiplication factors were calculated for each of solution system and sludge system of HALW with respect to the concentration change through evaporation to dryness. It is confirmed it could not reach criticality. The abundance ratios of U, Pu and FPs were set conservatively based on analytical data and ORIGEN calculation results. Multiplation factors for two-layer infinite slab model of solution and sludge systems of HALW were also calculated, and it was confirmed it could not reached criticality. In conclusion, the result was gaind that there could be no criticality even in the process through evaporation to dryness of HALW in TRP.

Brief evaluations were performed using the N-F model to quantitatively clarify the effect of thermal expansion on the consequences of criticality accidents in the water-moderated fuel-particle-dispersion system. The analysis clarified that ignoring thermal expansion can lead to underestimation or overestimation of the consequences by several tens of percent. It is concluded that evaluators can ignore the thermal expansion when they evaluate the consequences of the prompt supercritical transient in water-moderated solid fuel-dispersion systems, such as fuel debris systems. Only the Doppler effect can be considered when the fuel-temperature-feedback coefficient is prepared. However, depending on the required accuracy, the evaluators should take care of the error caused by ignoring thermal expansion.

The significance of probabilistic risk assessments (PRAs) of nuclear power plants against external events was re-recognized after the Fukushima Daiichi Nuclear Power Plant accident. Regarding the seismic PRA, handling correlated failures of systems, components, and structures (SSCs) is very important because this type of failure negatively affects the redundancy of accident mitigation systems. The Japan Atomic Energy Research Institute initially developed a fault tree quantification methodology named the direct quantification of fault tree using Monte Carlo simulation (DQFM) to handle SSCs' correlated failures in detail and realistically. This methodology allows quantifying the top event occurrence probability by considering correlated uncertainties related to seismic responses and capacities with Monte Carlo sampling. The usefulness of DQFM has already been demonstrated. However, improving its computational efficiency would allow risk analysts to perform several analyses. Therefore, we applied quasi-Monte Carlo and importance sampling to the DQFM calculation of simplified seismic PRA and examined their effects. Specifically, the conditional core damage probability of a hypothetical pressurized water reactor was analyzed with some assumptions. Applying the quasi-Monte Carlo sampling accelerates the convergence of results at intermediate and high ground motion levels by an order of magnitude over Monte Carlo sampling. The application of importance sampling allows us to obtain a statistically significant result at a low ground motion level, which cannot be obtained through Monte Carlo and quasi-Monte Carlo sampling. These results indicate that these applications provide a notable acceleration of computation and raise the potential for the practical use of DQFM in risk-informed decision-making.

This study investigates the impact of the change from JENDL-4 to JENDL-5 on neutronics analysis of transmutation systems. As the transmutation systems, the following two systems are targeted: JAEA-ADS, a lead-bismuth cooled accelerator-driven system, and MARDS, a molten salt chloride accelerator-driven system. For the JAEA-ADS, the k-eff value increased 189 pcm from JENDL-4 to JENDL-5. It was found that the revisions of various nuclides affected to this difference. For example, the revision of N indicated an increase of 200 pcm from the JENDL-4 result. For the MARDS, it was found that the major revision of Cl and Cl cross sections was the main cause of the k-eff differences. This study confirmed that the difference in the nuclear data libraries still indicated differences in calculation results for the transmutation systems.

An experiment denoted as IB-HL-01 was conducted on November 19, 2009 using the Large Scale Test Facility (LSTF) in the Rig of Safety Assessment-V (ROSA-V) Program. The ROSA/LSTF experiment IB-HL-01 simulated a 17% hot leg intermediate break loss-of-coolant accident due to a double-ended guillotine break of pressurizer surge line in a pressurized water reactor (PWR). The break was simulated by a long nozzle upwardly mounted flush with a hot leg inner surface. The test assumptions included total failure of both high pressure injection system of emergency core cooling system (ECCS) and auxiliary feedwater system. In the experiment, relatively large size of break led to a fast transient of phenomena. The primary pressure steeply dropped after the break, and became lower than steam generator (SG) secondary-side pressure. Break flow turned from single-phase flow to two-phase flow soon after the break. Core uncovery started simultaneously with liquid level drop in downflow-side of crossover leg before loop seal clearing (LSC). The LSC was induced in both loops by steam condensation on accumulator (ACC) coolant of ECCS injected into cold legs. The whole core was quenched owing to the rapid recovery in the core liquid level after the LSC. Peak cladding temperature of simulated fuel rods was detected almost concurrently with the LSC. During the ACC coolant injection, liquid levels recovered in the hot legs and SG inlet plena because of liquid entrainment from the hot leg into the SG inlet plenum by high-velocity steam flow. After the continuous core cooling was confirmed through the actuation of low pressure injection system of ECCS, the experiment was terminated. This report summarizes the test procedures, conditions, and major observations in the ROSA/LSTF experiment IB-HL-01.

Initially, the Sigma Committee consisted of two sides of the same coin: the Atomic Energy Society of Japan (AESJ) Sigma Special Committee and the Japan Atomic Energy Research Institute (JAERI) Sigma Research Committee. It is original the Sigma Committee conducts actual work such as research, evaluation and evaluation of nuclear data (including measurement, called "nuclear data activity") rather than a "place for examination" that can be felt from the sense of the word "committee". At present, the AESJ's Investigation Committee of Nuclear Data and the JAEA's JENDL Committee are working independently, and the JENDL Committee has taken over the actual work of producing nuclear data files. On the occasion of the 60th anniversary of the Sigma Committee, we have reviewed its progress and historical description so far given in the references.
